experienced external facilitator, for example:
 
  The natural leader deliberately
wants to stand back and participate
in discussions as an equal member
of the team
  The natural internal facilitator
deliberately wants to stay out
of the discussions as his/her
presence may restrict open and
frank discussions
 
  There is no-one available
internally with facilitation skills
  You deliberately want someone who can ask those awkward questions in a neutral way, to ensure nothing is swept under the carpet
